His basic argument is that it is too ordinary to be a Bond film. Bond is a taciturn action hero fighting realistic villains over small stakes. No wit, no plan to destroy the world, no crazy electronic toys, no evil maniac nor gimmicky henchmen. The villain is just some guy who owns a warehouse which is surrounded by an ordinary chain-link fence. Probably the head of distribution for Wal-Mart.
Those things were precisely what made "Casino Royale" special. Brosnan's 007 films had what Ebert demands in spades and were BORING.

Quantum of Solace is entertaining at least... a fantastic job with the styling and picture quality, but the movie as a whole could stand to lose six or seven fewer chase scenes
