Using polls to determine who makes the debates is ridiculous and a major disservice to voters. Some of these polls are of fewer than 300 people, none of whom have ever voted in a primary. Most show two-thirds of respondents haven't even started to make up their minds. At this point in the last election, Zogby had Herman Cain at #1 with 42%. This week, the Republican candidate in Kentucky won the governor's race by over 8 points when the polls released that very day had him down by as much as five. You'd get more reliable rankings by consulting a Ouija board.
If they can't fit all the candidates onto the stage, they should just draw names for Debates 1 & 2 right before air time so that nobody knows which opponents they'll be facing.
