Trump Jr is not an elected politician or public servant and this is technically Libel.
From Law.com -libel 1) n. to publish in print (including pictures), writing or broadcast through radio, television or film, an untruth about another which will do harm to that person or his/her reputation, by tending to bring the target into ridicule, hatred, scorn or contempt of others. Libel is the written or broadcast form of defamation, distinguished from slander, which is oral defamation. It is a tort (civil wrong) making the person or entity (like a newspaper, magazine or political organization) open to a lawsuit for damages by the person who can prove the statement about him/her was a lie.
The bar for libel is extremely high for a celebrity, which Trump jr certainly is. Not to mention parody also enjoys a very high level of protection. There's no way this clears either bar. Definitely not libel.
Ok, so I can go online, lets say here on Scoopy's site, and say that you - Mr. fr0man are as stupid as a box of rocks and that is not libel? The group in the video is stating that Donald Trump Jr is 'dumb', a fact that he could easily claim is an outright lie, thus becoming libel. Read the paste in I posted from law.com
My god, The Gent is an idiot. It doesn't take much legal expertise to understand that it is not libelous nor slanderous to call someone dumb. And I'll bet from the other side of his mouth he complains about frivolous lawsuits.
Of course it isn't fucking libel, it's just insulting. Though if a Trump sued, the resulting trial would be hilarious.
The better question is: Is it funny? In my opinion, meh, kinda. But in a world where there's a band called Koi Division that dresses up in fish heads and does nothing but Joy Division songs with the lyrics jiggered around to make them fish-related - this was bound to happen.
