Y'know, I've driven on the roads in many states, probably 35 of the 50. I can't tell you which is worst, but I have to say that anyone who chooses New Jersey as the worst has obviously not been to Louisiana. After I wrote that, I read the study and realized that he ratings are based on cost-effectiveness, which is why Louisiana isn't last. They authorize very little to be spent, and just about all they do authorize probably gets stolen by corrupt authorities, so it's actually miraculous that they have any roads at all! Now that's cost efficiency! The way the study actually words this is, of course, more diplomatic: "Louisiana’s overall rating is based on holding cost down - resulting in system deterioration."
