OK, there may be a place more boring than Norway: Evansville, Indiana. Here's a headline from the Courier-Press:
"Stolen: $2.79 burrito"
"Police were called to an East Side gas station early this morning to investigate the theft of a burrito. According to an Evansville Police Department incident report, the clerk at Moto Mart, 1900 N. Green River Road, called 911 after a man microwaved a burrito, took it out and ran from the premises. It happened about 4:30 a.m. The burrito is valued at $2.79. Police are hoping to review surveillance video from the store. The burrito thief is described as a black man in his early 20s, about 5-foot-10, clean-shaven and with a thin build. He was wearing a gold hoodie and black jeans"
