I read this article because I thought the headline was kinda confusing.
It seems that ‘Battleship Bob,’ who sails a catamaran powered by a skull and crossbones sail, has become embroiled in a long-standing dispute with rowers who are harming the vicious Mr Asbo.
So you see, the headline's author got it all in a nutshell.
