North Korea’s super-sized hotel is set to open — 23 years behind schedule

Only two problems: (1) North Koreans can't afford a hotel room; (2) there are no tourists.

The workaround: CALL it a hotel, but accept no guests and use the building for other purposes. You might think I made that up, but it's the gospel truth. They are opening a hotel, but not using it as a hotel. The North Koreans are an especially tricky people.
