You've seen this attributed to Mark Twain on T-shirts or online.
Mr Twain, like Yogi Berra, never said most of the things he said.
This exact quote first appeared in print in 2002.
There is, however, a nearly identical line from sci-fi author Robert Heinlein in 1950's "The Man Who Sold the Moon": “The whole principle is wrong; it’s like demanding that grown men live on skim milk because the baby can’t eat steak.” This was a response to another character's question "How about censorship?"
