This is a good list. There are some poor choices, either because they are decent films which are not underrated at all (Chaplin, Eyes Wide Shut), or because they just outright stink (Very Bad Things, Batman and Robin), but the top 15 are solid choices, and the nether regions of the list include some forgotten treasures. For example, I'm right with them on Idle Hands (extremely underrated at IMDb at 5.9), The Spanish Prisoner, Election, and Dark City (an unacknowledged masterpiece).
When I first started commenting on IMDb in the 90s, I noted that Groundhog Day (1993) may have been "The most underrated movie ever made." I think it was rated something like 5.5 at the time. A lot of people agreed with me. It is no longer underrated, having ascended all the way to the IMDb top 250!!
