USADA to ban Lance Armstrong for life, strip him of his seven Tour de France titles after charges that he used performance-enhancing drugs during his cycling career

Please note that the USADA doesn't have the authority to do any of that. The Tour de France is an international event, and the International Cycling Union has supported Armstrong heretofore. On the other hand, his decision to stop fighting the charges may persuade the ICU to change their stance.
