Unlikely.

I hate to defend ol Bunga-Bunga, but this seems like a deliberately sensationalized headline, and/or a deliberately sensationalized claim by the former manager.

According to Wikipedia, the age of consent in Italy for consensual sex is 14 unless money changes hands, or the older person has a responsibility in loco parentis, like stepfather, priest or teacher. Noemi is not a hooker and Bunga-Bunga is not her math tutor, so he couldn't have had sex with an underage girl unless he was bangin' her when she was 13.

If he was, he's even a worse guy than we thought. He would be approaching Roman Polanski territory. (Except, of course, that this particular female agreed to the sex.)
