Per the poll, 45% of Americans think the U.S. would be better off if Mitt Romney had been elected President in 2012 while 38% think the country would be worse off.
In fairness, these polls tend to focus on the flaws of recent leaders and the outcome of recent events. The same psychology applies here as in the movie polls which place only recent films and a few very famous classics in the top ranks (or for that matter in the bottom ranks).
Here's how scholars and historians rank them. It's too soon for historians to appraise Obama, but four post-WW2 presidents have at least one ranking in the bottom quartile: Nixon (bottom quartile on seven lists), Carter (two), Ford (one), and Bush the Younger (six).

While I agree with the recent history bias theory, in Obama's case, I wish they'd extended the time frame back to World War I so we could finally get someone ranked lower than poor, misunderstood Warren G. Harding.
