It was a sex thing, and it was with a boy. Hastert was his teacher and wrestling coach at Yorkville High School and it was the boy's first homosexual contact. That boy died in 1995, so someone else (identified by the FBI as Individual A, which I'm willing to guess is not a name) has been collecting the money.
