She says she was 16 and lied, saying she was 18, in order to get the part.
Not likely.
That film was released in October of 1995, when she was 22.
According to her own website, she was born in September of 1973 and filmed The Doom Generation in the 1992-93 period, making her no younger than 19.
It is possible that she lied about her age to get some roles in her past, but this does not appear to have been one of them. For example, she was 16 when she appeared in Mark Lester's Class of 1999. She may have lied and said she was 18 to get that job.
Here's how I think this may have happened:
Interviewer: How has your career been affected, as you approach 42.
Rose: Oh, I'm not 41, I'm 38.
Interviewer: So that means you were 16 when you filmed Doom Generation?
Rose: Yes, that's right.
