This is an interesting question and one about which I was totally ignorant before reading the article. It seems that the main pro-Jeb Super PAC, which raised $118 million altogether, may still have a lot of money sitting around and there are apparently very few controls on Super PAC money:
"There are no constraints beyond the ban on giving to candidates and political parties. A single individual could set up a super PAC and use every penny she raises to pay herself a salary."The only restriction is that one would have to claim that salary as income, just like any other salary, or the IRS could come a-knockin'. I still don't know the answer to the question posed by the title of the article, and I guess the implication is that I may never know.
