Of course not. It's a compromise. It's meant to get the state back $4 billion dollars of lost or potentially lost revenue. For Republicans, it's retreat but not total defeat. For Democrats, it's a victory but not a total victory.
When was the last time an activist group was happy with anything less than total victory? And even then, activist groups aren't happy. Their existence revolves around something to fight for. (eg: Yassir Arafat no-showing the Clinton White House Rose Garden).
