Maryland Senate approves resolution apologizing for slavery
Maryland was one of the last states in the USA with legal slavery. (Kentucky was the last.)

Most people don't realize that Lincoln's Emancipation Proclamation did not free anyone. Lincoln declared that only the slaves over which he had no control were free (those in the Confederacy). He did NOT free the slaves over which he actually did have have control (several slave-holding states remained loyal to the Union.) Lincoln would not take the political risk of freeing the slaves in the Union because he could not afford to drive the slave-owning border states into the Confederacy. Therefore, some of the Union states had slavery for a brief time even after the Civil War had ended!

To put it another way, the Union had slaves longer than the Confederacy! Texas freed the last slaves from the Confederacy in June of 1865. Kentucky, a Union state, still had slaves until December when the thirteenth amendment was ratified.
