Because nothing is more offensive to Ukrainians than a fresh toilet.
We had a Ukrainian exchange student back in school and he wouldn't go into the toilet until we would go in ahead of him, and piss on the floor.
Oh, and there was one other thing he needed before he could go. We had to replace all those cute little baskets of potpourri with potatoes. Then, once the toilet was redolent of urine and potatoes, he was ready.
