I dunno, but Putin doesn't seem like a "hint" kind of guy to me.
Of course Russia got the 2018 World Cup (and the Sochi Olympics) fair and square. They bribed nobody. Why, for that matter, bribery is just about unheard of in their country. Just ask Putin. He'll back me up on that.
Reminds me of a story. I worked for a large public corporation long ago, and all execs over a certain level had to read and sign the official code of conduct. One of the rules went something like this: "No company official may offer a bribe to a public official. In the case of operating areas where is is impossible to win and/or conduct normal competitive business without bribery, the specifics of the situation must be reported to the Chief Legal Officer ... yadda, yadda." Seems like boilerplate stuff, right? Well, it might have been non-controversial if the author had not included some examples of places where it was impossible to win or conduct business without bribery, like Mexico, Nigeria, Indonesia, Russia and ... (wait for it) ... Chicago!
