These people are out of their minds! Either that or they did not do any surveying of the bigger cities. I lived in Phoenix for 6 years and those drivers are without doubt the rudest SOBs alive. They will just as soon run into you than go around you. Set speed limit on the 17 (I-17)near the I-10 'stack' is 55 mph. Average speed through the stack is 75 and God help you if you're in the wrong lane!
There is only one way these survey people came up with a 3.64 (out of a perfect 4) for Arizona and that was if they only read stats and were never actually in traffic.
