CNN has declined quite a bit. I used to watch it all the time in the late 1980s and early 1990s, and found it fair to both sides. Part of the problem, of course, is that all of its Republican viewership has been sucked away by Fox News. So it has little choice but to cater to its core audience, which is upper class, moderately liberal viewers.
