I wouldn't say they're shooting to the right. Did you see the article below about Bush's approval rating? 29%...that's getting in impeachment territory.
Approval ratings have nothing to do with impeachment (breaking the law.) That was Clinton's mistake, he thought as long as he was popular he could say/do anything he wanted and get away with it.
