This is crazy! Some new rules mean that the welfare tenants have to move to smaller apartments, but there are no smaller apartments, so the government asked them to pretend their existing apartments are smaller. Inspectors make regular patrols to ensure that the rooms which are supposed to be empty are really not being used! Ya gotta love those Germans!
