Two questions: (1) why does it need to be changed at all? (2) why do we need the freakin' pennies in the first place? Don't they cost more to make than their face value? I say get rid of pennies and let merchants retain the odd cents during the actual transaction, then pay the excess collections back to their local school districts once a year, as a supplement to (or an offset of) property taxes. Let the merchants keep a small percentage as an administrative/collection fee, as they would do with lottery tickets.
