To be serious for a moment, the problem is concentrated in the South. Some years ago I worked with a very large European company that had a massive presence in Italy. They were thrilled with the performance of their Italian division and planned expansion, but refused to do any business in Sicily or Calabria because everything there was deeply corrupt.
