Well, Donald Rumsfeld isn't on the list, so I think they mean the 25 least funny among those trying to be funny, in which case, they seem to have missed Pauly Shore, David Spade, Carrot Top, Al Franken, Rob Corddry, Jenny McCarthy and Carson Daly, all of whom make Rob Schneider seem like a combination of Steve Allen and Groucho.
