Government worker suspended for looking at porn at office on "at least" 140,000 occasions

"In July alone, he attempted to access adult sites 177,686 times. However, about 30,000 of his attempts to access such sites failed because they were blocked by a filter installed in the computer."

These numbers seem incredible. Assuming he worked 23 days in July and put in 8 hours per day, that means he tried to access an AVERAGE of 16 porn sites per MINUTE! Give him some time out to do a little work, and that leaves him with a porn site every second of the day. Huh? Doesn't make sense to me.
