The Spanish drinking age is technically 18, but it's largely unenforced.

The key question for Miley is this - how long will it take her after her 18th birthday (Nov 23rd) before she has some of her private parts on the internet? She certainly seems to want the record, but it will be almost impossible for her to set it.
