One simple litmus test: did he pay Illinois state income taxes on his entire income for the year 2010? If so, he certainly was a legal resident of Illinois for that entire year, whether he was physically present or not.

The gold standard of residence is voter registration. Was he registered? Did he vote? Both a matter of public record and easily reportable.
