This is actually an historical analysis, based on events taking place from 1976-2008, so it does not necessarily reflect the current state of affairs.

It's no surprise to see Illinois and Louisiana high on the list, but there is another state which has been more corrupt than either of those! The summary states that it was not only the most corrupt state, but "also the one that most resembles a third world country."

So ... Delaware?

Just joshin'.

My biggest surprise: #5 Pennsylvania. With the other nine states on the list, my reaction was either "of course" or "I'm not surprised," but I would never have guessed Pennsylvania to be near the top (or bottom, depending on your perspective).

My second-biggest surprise: New Jersey is NOT on the list.

By the way, the two most honest states were found to be up on the top left of the map (Oregon and Washington), with Minnesota coming in third.
