I'm not buyin' it.

I'm convinced Joe Biden is an evil mastermind. Why do you think he acts like a schmuck with Bill Clinton's libido and Dan Quayle's brainpower? It's his cover. That's what makes him insidious, and so much more dangerous than Darth Cheney. After all, nobody ever takes their eyes off Cheney, but Biden is free to wander around foreign countries unattended, since everyone just assumes he's basically a Gilligan who has been plunked by too many falling coconuts.

Seriously, did the USA have to issue this disclaimer? Not only could Biden not topple a government, he probably couldn't topple a Lego tower.
