I don't deny that these are good, but they would represent only a typical day in a medium-sized city in Russia, where corruption is generally considered a job perk.
Just in passing:
The work "perk" was virtually non-existent until 1970, when its use took off. It is a short form of "perquisite," which now seems like something said by old fuddy-duddies, like "oh, my stars and garters" and, for that matter, "old fuddy-duddy." "Perk" became the more common usage in 1978, and by 2005 was used five times more often than the long form.
(Back in 1921, "perquisite" was six times more common with the raccoon-coated swells and their flapper girlfriends. Speaking of that, it's now time for me to 23 skidoo.)
