Granted I am a simple man, but I think the entire problem can be solved with nomenclature. The problem is not the specifics of gender identity, but that bathrooms are separated with the words "men" and "women," two words which are fraught with the controversy of gender politics, which leads to manipulation and other hanky-panky. Just change the name of the bathrooms to "penis" and "vagina," which therefore makes the requirements physical, not psychological. A biological man may then identify as a woman if she cares to, but that doesn't relieve her of her obligation to use the penis room (until such time as the surgery changes the game).

That would eliminate these jokers who want to undress in the ladies' locker room. Make it a "vag" locker room. Sure, you can look all you want, IF you'll chop off Mr. Happy first - then you can ogle to your heart's content. I'm pretty sure that will stop the problem dead in its tracks.
