What can he do? He can't say "Sure I did. The guy's an idiot." He can't say "I didn't," because there were several other people in the room at the time. So he gives the official politician's non-response, a version of "I'm not going to dignify that with an answer." (Specifically, "I'm not going to deal with that kind of petty stuff.")

If you look up "I'm not going to dignify that with an answer" in the dictionary, it says "Obviously I did whatever has gotten me in trouble, but can't admit it."
