The chart is interesting. All of the cities in east of the Mississippi were colder than normal and all of the cities west of the Rockies were warmer than normal. (Miami was a minor exception. It was more or less right at its normal level plus a small fraction of a degree.)
Because of the configuration of high and low pressure systems, the jet stream has angled down from Alaska on a southeasterly course to the Gulf of Mexico for most of the winter, more or less, then back on a northeasterly sweep toward New England, leaving the western states basically unaffected by the arctic winds.
